Members of the Lawyers & Conveyancers Disciplinary Tribunal include a chairperson, deputy chairperson, lawyers and lay members.
The tribunal has two divisions, one chaired by the Chairperson, the other by the Deputy Chairperson.
When a division of the tribunal sits it comprises the Chair of that division, plus members drawn from the pool of lay and professional members. Two lay members and two professional members will be appointed to join the Chair of the division, to form a panel of five persons who will constitute the tribunal for the particular matter concerned.
The two professional members of a panel will be either lawyers or conveyancers, depending on the nature of the matter the tribunal is considering.
Judge Dale Clarkson has been the Chairperson of the Tribunal since its inception in 2008. She retired as a full time District Court judge in 2006 but continues to hold an acting warrant and sits regularly in the District Court. She graduated with a Bachelor of Laws from Auckland University in 1978 and was admitted to the Bar in 1979. She was appointed to the Bench in 1989 and has now served over 30 years as a judicial officer. She was, until recently, on the Editorial Board of Lexis Nexis Family Law Service and New Zealand Family Law Journal. She has presented papers on Professional Discipline, Family Law and Mediation topics nationally and internationally. She was the inaugural President of the New Zealand branch of the International Women Judges Association.
Judge John Adams retired as a fulltime District Court Judge in 2014 having served for 20 years. He is an Acting District Court Judge and Family Court Judge. He graduated with a Bachelor of Laws from Auckland University in 1970 and was admitted as a barrister and solicitor in the same year. He teaches programmes for the New Zealand Law Society and the Institute of Judicial Studies. With degrees in English, including Master of Creative Writing (Auckland, 2010), he has completed his thesis for the degree of PhD in English at Auckland University. He is a published poet.
Ms Kinzett is a highly experienced Senior manager with extensive experience in community and economic development, community empowerment, and relationship building. She has specialised in not for profit management and works with community groups, local and central government agencies to deliver initiatives. She currently sits on the Health Practitioners Disciplinary Tribunals and the New Zealand Institute of Chartered Accountants Disciplinary Tribunals.
Mr Matthews is of Te Rarawa and Te Aupōuri descent, is speaker of and holds a degree in te reo Māori, is tutor of the taiaha and is a Nidan (2nd Degree black belt) in Seido Karate. He is a former army officer and UN peacekeeper. His management and governance experience includes managing urban marae, chair of Health's Multi-region Ethics Committee, chair of Christchurch Polytechnic Institute of Technology, Te Kura Kaupapa Māori o Te Whānau Tahi and Villa Maria College. He is currently the Executive Director, Māori and Pacific Health at Canterbury District Health Board and is an owner and director of a family-owned cafe restaurant.
Mr Morris has held a variety of community leadership roles in the Tauranga community. He is currently a Tauranga City Councillor, a Trustee of BayTrust and a member of the Bay of Plenty Conservation Board. Steve trained in resource and environmental planning and has experience teaching in Dubai as well as selling Real Estate.
Ms Noble has been a self-employed registered Tax Agent for 30 years, supplying accounting services to small business, sole traders, not for profit entities and Associations. She sits regularly as a Layperson member on Professional Conduct Committees and Complaints Assessment Committees for various regulated industry organisations ie The Medical Council, NZ Psychologists Board and Real Estate Authority (past, 5 years). She is a Sitting Board Member of the Advertising Standards Authority Complaints Board and sits on the ASA Codes Committee.
Mr Raureti has extensive experience in the area of Human Resources and Employment Relations. He currently owns a Mediation, Business Management Services Consultancy Business. He has well-established professional relationships and extensive networks within the business community, Tourism, Iwi and Hapu Authorities and Employer organisations. Mr Raureti has been a recent past member of the New Zealand Police Disciplinary Panel, Employment Relations Authority and Chief Mediator Department of Labour’s Mediation Service. Mr Raureti is currently Chairman Ruawahia/Mt Tarawera 2B Trust, Director CNI Iwi Holdings Limited (Kaingaroa Forest & Central Plateau Land Holding Company); Board Member NZ Maori Arts & Crafts Institute (Te Puia), Trustee/Board Member Te Mana o Ngati Rangitihi Trust (PSGE Trust); Chairman Te Arawa Lakes Trust Fisheries Management Komiti Whakahaere and Chairman Bay of Plenty DOC Conservancy Board.
Professor Scott is a professor emeritus of Victoria University of Wellington where he was Pro Vice Chancellor and Dean of Education from 2005 until his retirement in 2013. Since 2006 he has been Deputy Chair of the Committee on University Academic Programmes (CUAP), the body which approves all university qualifications in New Zealand, and he is a chair of the University of Auckland Human Participants Ethics Committee.
Mr Smith began his career as a police officer in the United Kingdom before moving to New Zealand to take up a position as an administration manager. He has experience as a hearings commissioner and Judicial Justice of the Peace. Mr Smith has had involvement in the Rodney District Council for 26 years, including as a councillor.
Dr. Tulloch is a member of the Institute of Directors New Zealand and holds other Board and governance-level positions in New Zealand and the United Kingdom. He completed his postdoc in Sustainable Finance at the University of Oxford. He has a PhD in Finance from the University of Otago, a Masters (with distinction) in International Accounting and Financial Management and a Bachelors (Honours) in Psychosocial Sciences from the University of East Anglia.
Ms Stuart has an extensive background in finance including the money markets, share broking and trustee services extending back to 1980. She has been a financial adviser since 1986 and before setting up Stuart + Carlyon in late 2004, worked at PwC for 11 years. Providing independent financial advice and investment management services, Susanna has a deep knowledge of financial issues affecting clients. She was a board member of the Surf Life Saving Northern Region from 2004 - 2014. Susanna currently serves as a trustee of the Northern Lifeguard Services Trust, is an Authorised Financial Adviser, a CERTIFIED FINANCIAL PLANNERCM and a member of the Institute of Financial Advisers (IFA).
Ms Walker is a mediator with the Human Rights Commission. She was previously the Executive Director of LEADR NZ, a professional organisation responsible for training and accreditation of mediators. She has worked in employment and industrial relations. She chairs the Pacific Arts Committee of Creative NZ, and was the inaugural Chair of the Pacific Women’s Economic Development Board and founding member of Pacifica Inc Wellington Central.
